2026-2030 Whitetop SMP
HSCWP is now requiring that landowners enroll in the program to receive Whitetop treatment cost share. We are still providing these services for free to the extent of funding that is available. This new paperwork is required for the Special Management Program (SMP) and it will help to better organize our Whitetop control efforts. HSCWP will be mailing the necessary forms or contacting landowners in the next month to complete enrollment. If you do not hear from us and are interested in participating or have questions, please contact the office.

Enrollment Process:
Residents interested in the program need to complete the following documents and return them to the HSCWP office in order to participate in the program:
1. Special Management Zone Formation - Landowner Consent form - Due by Monday, March 2, 2026, it includes contact information and a signature in agreement of forming a particular management zone. We will have up to 23 different management zones in the county, separated by location and treatments routes (see the proposed management zone map below). Consenting to the formation of a management zone does not mean you are required to participate.
2. Landowner Survey - provides information to HSCWP about the areas that may need to be treated and landowner preferences about access permission and notifications. Please return with the consent form by Monday, March 2, 2026.
*The forms are available for download below. You can print them and return a signed copy to the office or by email. If you have property in different zones, we need a consent form for each zone.*
3. Cooperative Agreement - built from the landowner survey, this must be signed by both the landowner and HSCWP supervisor before any work can be completed through the program. It details how the landowner would like to be contacted before access is granted, the scope of the work, which treatments are acceptable and the option for cancellations and revisions by either the landowner or HSCWP. We will be completing these and getting signatures from each landowner before mosquito work is started in late spring 2026. Having a signed cooperative agreement does not mean the landowner must treat or participate in the program every year.

Whitetop (Cardaria draba), also called Hoary Cress , is a deep rooted perennial plant that reproduces by seeds, rootstocks and creeping roots. It outcompetes native vegetation, can be toxic to livestock and is not used by wildlife or livestock. It is estimated that about 6,000 acres of Hot Springs County is infested by this plant.
